Maybe they should. According to Christopher Zoukis, author of the forthcoming &quot;Education Behind Bars&quot; (ISBN: 978-1934597774; Sunbury Press, December 2011), upwards of $60 billion a year can be saved simply by educating prisoners. </p>
<p>According to the Journal of Correctional Education, the U.S. incarcerates over 2.3 million persons, a number equal to 5 percent of the world&#39;s population and 25 percent of the world&#39;s incarcerated population. Each of these 2.3 million prisoners costs American taxpayers $32,000 to $40,000 each year for food and housing. Of those 2.3 million, around 800,000 will be released each year and most, that is 70 percent to 85 percent, will return to prison within 5 years of release. The exception is prisoners who receive an education while in prison.</p>
<p>According to the Journal of Correctional Education, of prisoners with an AA degree, only 13.7 percent will return to prison, of those with a Bachelor&#39;s degree 5.6 percent, and those with a Master&#39;s degree 0 percent. The Institute for Higher Education Policy calculates the cost of educating one prisoner to be $2,000 to $3,782 per year, much lower than the $40,000 per year outlay for incarceration.</p>
<p>While educating prisoners is an odd concept to champion, the fact that the U.S. spends $30.1 billion each year to build more prisons should give all Americans pause. This is money siphoned off from local community colleges, state universities, defense, and much needed public work projects, not to mention every American&#39;s wallet. </p>

<p>England, who covered the crisis as senior writer for Mortgage Banking magazine, recounted how the mortgage banking industry was transformed from one ruled by the discipline of the &quot;invisible fist&quot; of the free markets in the early 1990s to one that had generated $4.7 trillion in risky assets by mid-2008.</p>
<p>Chief among the villains England cited is Congress for enacting a regulatory regime for Fannie Mae and Freddie Mac in 1992 that put rules in place that rewarded politicians for demanding ever-rising affordable housing goals achieved through ever-declining lending standards. Fannie and Freddie were given weak financial standards and a weak regulator who could not compel them to take steps needed to ensure their safety and soundness. </p>
<p>After accounting scandals emerged at both Fannie and Freddie in the early 2000s, top-level officials were not held to account by Washington and walked away with hundreds of millions of dollars in ill-gotten gains. This &quot;sent a dangerous signal, I think, to others who contemplated fraudulent schemes. Rewards could be huge and the potential downside limited,&quot; the author said.</p>
<p>England also faulted the Securities and Exchange Commission for its lax enforcement of laws against fraud and market manipulation and recounted how naked short sellers engaged in illegal activity that brought down first Bear Stearns and then Lehman Brothers. </p>
<p>England also cast a light on the foibles of Wall Street. &quot;Merrill Lynch and Citigroup were the kings of CDOs (collateralized debt obligations) and bear much of the blame for the crisis,&quot; he said. The subprime CDO was &quot;the biggest bait and switch of all time&quot; because it turned low-rated subprime mortgage bonds into AAA credits, which were then sold to many unwary Asian and European investors, England said.</p>

It greatly increased demand for mortgage lenders to increase the volume of overall subprime and risky mortgages to supply the bonds needed for the CDOs. In short, the subprime CDO business was poisoning the private label mortgage-backed securities business. In an outcome James Bond villain Goldfinger would love, Wall Street was creating a flow of funds into the mortgage industry in search of bad credits.</p>

However, a local professor along with his former students hopes to share their story to assist others during the economic downturn. Dr. Daryl D. Green and Ms. Noriko Chapman, of PMLA, will provide two seminars for the local community, November 15th, 5:30 p.m. at Lincoln Memorial University &#8211; Knoxville campus, and November 22th, 5:30 p.m. at Lincoln Memorial University &#8211; Harrogate campus.</p>
<p>The purpose of these seminars is to share how faculty-student collaboration projects can assist local organizations to become more effective. </p>
<p>Noriko Iwanaga Chapman, a native of Japan, is a production control supervisor for DENSO Manufacturing (TN). She is a single mother of two and a cancer survivor. Chapman notes, &quot;In 2009, when I was diagnosed with cancer, it was devastating to think about the disease and an unknown future.&quot; She regained her strength and managed to attend Lincoln Memorial University (LMU) and enrolled in its MBA Program. She chose to assist the Tennessee Rehabilitation Center located in Maryville, as a part of her project. Chapman was inspired by the Center staff and individuals with disabilities to further develop her MBA research. The results opened more doors for Chapman. In theory, securitization was supposed to spread risk and thus make the financial systems safe and sound.</p>
<p>In practice, it was a different story at least in the case of riskier mortgages. Instead of spreading small amounts of risk around the globe through the use of naked credit default swaps, risks were magnified many times and then spread around the world, creating a greater risk than would have existed if the loans had never been securitized and bets not placed against them &#8230; a shell game of &#39;hide the toxic assets.&#39;&quot;</p>
